In a step towards improving internet access in Pakistan, Elon Musk’s Starlink and Chinese satellite firm Shanghai Spacecom have applied for licenses to operate in the country. The news was confirmed by Shaza Fatima Khawaja, the State Minister for Information Technology and Telecommunication, on December 24, 2024.
Khawaja shared that the Pakistan Telecommunication Authority (PTA) is reviewing the applications of these companies, which are registered with Pakistan’s Securities & Exchange Commission (SECP). As per Pakistan’s regulations, foreign companies like Starlink and Shanghai Spacecom must partner with locally registered entities, as direct applications from foreign firms are not allowed.
Both companies specialize in satellite-based internet services. Starlink is known for offering global satellite internet, while Shanghai Spacecom focuses on satellite communications. This move could bring better internet coverage to remote areas of Pakistan, where traditional broadband infrastructure is limited.
The PTA is currently reviewing the applications, ensuring that the necessary checks are done. The process also involves security clearances from the Ministry of Interior when required. The PTA has introduced an online system, OASIS, which allows applicants to submit documents and track their applications.
Pakistan’s efforts to improve broadband services are also supported by regulations aimed at ensuring quality service standards. The PTA is committed to ensuring that internet providers meet the Fixed Broadband Quality of Service (QoS) Regulations of 2022, which ensure reliable and high-quality service.
